hoa: improve parser and scanner

* src/hoaparse/hoaparse.yy: Improve error reporting
in case labeled edges are mixed with unlabeled edges.
* src/hoaparse/hoascan.ll: Fix handling of nested comments.
* src/tgbatest/hoaparse.test: More coverage.
