Unable to build: Recent Python 3.12 broke pygments-tiger

Due to recent changes in Python 3.12, the package pygments-tiger (v1.6) is unable to install correctly, which makes the docker container build fail.

If the package is removed, it does not seem to affect overall sphinx generation but still generates errors.
