Add a rule to update ChangeLog using Git commit messages.

	* build-aux/gitlog-to-changelog: New.
	Imported from Git Gnulib.
	* .last-cl-gen: New.
	* Makefile.am (update-ChangeLog): New target.
	(EXTRA_DIST): Add build-aux/gitlog-to-changelog and .last-cl-gen.
