assignments: add syntax highlighting

Add pygments-tiger package from Gaby that enables syntax highlighting for the Tiger language. Replace all .. code by .. code-block (.. code is from reStructuredText and .. code-block is from Sphinx, but since we use Sphinx, it is better to use the latter).
